Can I get a HELOC on a condo in Florida without an HOA review?

Short Answer
Often, yes. Some HELOC programs don't require a condo questionnaire or a project review from the association, even on Florida condos a regular mortgage lender won't approve. Many other lenders still require one, so it matters where you apply.
Full Detailed Answer
After the Surfside collapse, Florida tightened its condo safety laws. Buildings three or more stories tall now need milestone structural inspections and reserve studies, and many associations have raised dues or passed large special assessments. Mortgage lenders responded by reviewing condo buildings much more closely, usually through a questionnaire the association fills out. If the building has unfinished repairs, low reserves, litigation, or too many investors, the condo can be labeled non-warrantable, and many lenders won't lend on it at all.
That review is a big reason Florida condo owners get stuck. Many HELOC lenders still require the association's questionnaire, and some only lend on warrantable condos. But some HELOC programs don't require a condo questionnaire or a project review at all. They look at you and your unit: your credit, your income, your equity, and an appraisal or automated valuation of the condo, instead of the whole building.
Those programs still have limits. Expect a lower maximum line than on a house, typically up to about 75–80% of the condo's value combined with your first mortgage, and higher credit requirements. Title must be clear, and your homeowner's insurance must be in place. Condo-hotels and some unusual buildings may still be excluded.
A HELOC can also help you pay a large special assessment from your association without selling or refinancing your low-rate first mortgage.
You can check whether you qualify with a soft credit pull, which does not affect your credit score. A full credit check only happens later, if you decide to move forward.
